BofA to start reducing mortgage principal

upside down homeReuters is reporting that "Bank of America will announce plans to start forgiving mortgage loan principal for troubled homeowners who owe more than 120 percent of their home's value or are battling ever-expanding 'negative amortization' loans."

What do you think of this idea, is it fair or unfair to other homeowners who aren't in trouble?

And will it help those troubled homeowners who are either upside down (or underwater) on their homes or just be one more in a long list of failed efforts to modify mortgage loans? Will it help the housing market?
